The Covid-19 crisis demands a new solution to keep renters in their homes. 

A coalition of owners of market-rate and affordable apartment buildings, housing nonprofits, and service providers are coming together to address tenant hardship arising out of the crisis by funding an increase in supportive services, including rental assistance counseling for all New York City tenants.

How it Works

Project Parachute’s philanthropic fund is independently managed by Enterprise Community Partners, which is designing the program in collaboration with tenants and community-based organizations to ensure that it meets the needs of New Yorkers unserved or underserved by existing resources.

Enterprise will directly grant philanthropic dollars to experienced human services nonprofits across the city, which will work with tenants individually with the dual goals of avoiding eviction at the conclusion of the eviction moratorium, and increasing housing stability.  Services will include benefit advocacy, financial counseling, and tenant's rights education, among others.

The philanthropically-funded program will be administered entirely autonomously by nonprofit partners and will be blind to which buildings the tenants live in.

COALITION PLEDGE

In addition to making a philanthropic donation to support the rapid scaling-up of community-based rental assistance counseling, each property owner-member of Project Parachute has pledged to:

Work with tenants impacted as a result of Covid-19 on an individual basis to establish payment plans and waive fees with an emphasis on housing stability and keeping tenants in place in their homes

Proactively communicate with and connect tenants to community-based rental assistance and counseling services.

OUR MISSION

Our coalition’s core mission is to work collaboratively to help New Yorkers financially impacted by the Covid crisis stay in their homes. Specifically, the coalition’s mission is three-fold:

Establish a core set of just and equitable principles that guides coalition members on how to best address tenant hardship by enabling tenants to remain in their homes and avoid eviction even after the moratorium expires;

Create a fund to support the rapid scaling-up of community-based rental assistance counseling and supportive services for tenants. Specifically, the coalition will engage non-profit partners focused on housing and vulnerable communities to establish a corps of counselors to assist renters navigating their inability to pay rent. This fund will support groups working with all impacted tenants in New York City, regardless of immigration status.

Raise additional philanthropic funds to provide greater rent relief as the program scales across the city.
